What is
Tanjong Rhu Residences?

Tanjong Rhu Residences is the condominium planned for the Tanjong Rhu Road state land parcel in District 15, Singapore. URA awarded the site on 10 February 2026 to CDL Constellation and Bedrock Ventures, and the pair have announced about 525 homes in three 26-storey blocks with an early childhood development centre.

The last time the state sold land for private housing in Tanjong Rhu was 1997. That parcel became Waterplace, launched in 2001 and completed in 2004. No new homes have been built for sale here since. Tanjong Rhu Road is the next parcel to be sold.

The developer has not announced a project name, a unit mix, floor areas or a price. Those arrive with the official sales material. Everything on this page is either a published fact with its source next to it, or an estimate that says so.

A second Tanjong Rhu parcel joins the confirmed list, four months after the first

Tanjong Rhu Close, an adjacent parcel of about 1.23 hectares with an estimated 505 units, was placed on the second-half 2026 Government Land Sales confirmed list in June 2026. It has not been tendered.

Twenty-eight years with no land released here, then two parcels in four months. This site still launches first. It just will not be the only new project here.

The winning tender was $709,252,000. URA records that as $15,661.62 per square metre of permitted floor area, which is about $1,455 per square foot per plot ratio. That is a land cost spread across the floor area the developer may build. It is not what a home here will eventually sell for.

What these bids tell you

The top three bids were within 2.7% of each other. Three sets of people, working independently, priced the land almost identically. That is the market agreeing on what the site is worth, which is a better signal than one developer reaching far above the rest.

This matters because land cost is the base that launch prices are built on. Pay too much for the land and you have to charge more for the homes, and it is the buyer who covers that. Nobody overpaid by much here.

The other half of the picture is the 15% gap between the highest and lowest bid. Not everyone agreed. A land price in 2026 is also not a forecast of home prices in 2031.

How $1,455 compares with other recent sites

The $1,455 rate was the highest any Rest of Central Region state site had reached when the tender closed. It held that position for about seven weeks, until Dover Drive was awarded at $1,556 psf ppr on 31 March 2026.

District 15 and Dover Drive rates: PropertyInsider’s land-cost tracker and EdgeProp’s Dover Drive report, which also carries the Holland Link and Bukit Timah Road rates quoted by Newmark. CBRE read the Tanjong Rhu Road result as the highest Rest of Central Region rate in recent years and the second highest since Jiak Kim Street in 2017.

From land cost to a price estimate

PropertyInsider estimates what this site will cost the developer in total: $709.3m of land, $266.0m of construction, $112.0m of land financing, $117.0m of professional fees, legal costs and taxes, and $72.0m of marketing and other costs. That sums to about $1.276 billion. Divided by the permitted floor area, it works out to roughly $2,620 for each square foot the developer can build. PropertyInsider publishes the figure as $2,619.

The model then adds a margin of 15% to 30% to reach an indicative selling range. Only the land figure in that stack is confirmed. Everything else is estimated, and the developer has published nothing of its own.

A quiet pocket
with the city in sight.

This is a neighbourhood you can walk this weekend: the waterfront promenade, the Sports Hub, two working train lines and a school belt that has been here for decades.

Who is building it?

URA awarded the site to CDL Constellation Pte. Ltd. and Bedrock Ventures Pte. Ltd. CDL Constellation is part of City Developments Limited; Bedrock Ventures is wholly owned by the builder Woh Hup. They have reported the split as 90:10 in CDL’s favour, and it is their first joint venture as co-developers.

Two lines, not one.

Katong Park and Tanjong Rhu are both Thomson-East Coast Line stations, so a second one adds a shorter walk rather than a new route. Stadium, about 0.86 km away, is the one that adds a different line: the Circle Line reaches Paya Lebar, Bishan and one-north without touching the Thomson-East Coast Line at all.

Kallang Alive is already partly built.

The roughly 89-hectare sports and entertainment precinct runs in phases into the 2030s, led by the Ministry of National Development, URA and Sport Singapore. The OCBC Aquatic Centre, the Kallang Tennis Hub and Kallang Wave Mall are open and running today, which also means some of the value it adds is already reflected in what the land cost.

Compare before you commit.

The preview is more than a year away on current estimates. Use the time to walk the route to both stations at 8am, look at completed District 15 stock at a similar size, and work out your total budget, including stamp duty, legal fees and renovation, not just the price of the unit.

How connected is
Tanjong Rhu Residences?

Three stations sit within roughly a 10 to 13 minute walk. Katong Park (TE24) and Tanjong Rhu (TE23) are both on the Thomson-East Coast Line and have run since June 2024. Stadium (CC6) is on the Circle Line. None of the three is at the door.

The 0.67 km and 0.74 km figures are straight lines from the middle of the site. Your real walk depends on which exit you use, the road crossings on the way and where the entrance is eventually built. Ten minutes on a map is a different ten minutes at 8am in the rain.

Shops, food and the Sports Hub

Leisure Park Kallang covers groceries and daily shopping at about 0.73 km, and the Jalan Batu hawker centre is the same distance in the other direction. Kallang Wave Mall, the National Stadium, the Singapore Indoor Stadium and the OCBC Aquatic Centre are all in the area at around a kilometre. The nearest private hospital, Raffles Hospital, is a short drive away at 2.6 km.

Strong secondary schools, no primary school inside 1 km

Dunman High is 0.46 km away and Chung Cheng High (Main) 1.57 km, so two well-known secondary schools are within walking distance. There is no primary school within 1 km of this site. The nearest is Kong Hwa School, about 1.82 km away. In the 2025 Primary 1 exercise, Kong Hwa filled up at Phase 2C and had to ballot. That ballot was open only to Singapore Citizens living within 1 km, so a home 1 to 2 km away had no chance to enter that ballot. Priority is measured by MOE from your registered address, and this development will not have one until it is built, so use these distances as a reference only. Two homes with the same bedroom count can live completely differently. When the plans arrive, check where your furniture would actually go, how much of the floor area is usable rather than corridor, and how far each bedroom sits from a bathroom.

The blocks on this site were announced to be facing north-south for the outlook across the water, and a 100-metre height limit applies, so not every stack will have that view. The site plan will show which stacks those are. It has not been released.

THE INVESTMENT QUESTION

Is Tanjong Rhu Residences
a good investment?

What makes this site interesting is how rarely land here comes up, not what it would rent for. Land in Tanjong Rhu almost never comes up for sale, and both train lines already run. The other side of it is the land price. It was bought at a high rate late in the cycle, and only the developer’s price list will show whether buyers end up paying for that.

OUR ASSESSMENT

Two numbers will answer this, and neither exists yet: the launch price, and how many homes sell in the opening weekend. If the launch price is near the bottom of PropertyInsider’s estimated $3,010 to $3,400 psf, buyers are paying a small premium for a rare location. At the top of the range, buyers are paying that premium in full. Until then, what you can check is the commute, the comparable District 15 prices, and your own budget.

What works in its favour

The supply record is easy to check. One parcel in 1997, then nothing until 2026. Waterplace, the project built on that 1997 site, is 28 years into its lease and still sells above $1,900 psf. Buyers there are paying for the location, not for a new building.

The transport already exists. Both Thomson-East Coast Line stations opened in June 2024 and Stadium on the Circle Line has run for years. You can test the commute before you commit to buy. Kallang Alive is the same. The OCBC Aquatic Centre, the Kallang Tennis Hub and Kallang Wave Mall are open today.

District 15 has a solid resale record. Across 9,388 matched purchases and sales between March 1995 and August 2026, the typical seller made 4.1% a year, and 88.7% sold for more than they paid.

What to watch

At $1,455 psf ppr, the developer has little room to discount if sales are slow. That works both ways: it holds the price up, and it means buyers should not expect a discount.

The entry price is the real constraint. On PropertyInsider’s estimated range, a 950 sq ft three-bedroom works out near $2.9m to $3.2m. That is more than most flat sale proceeds cover without a large cash top-up.

The scarcity is temporary. Tanjong Rhu Close joined the confirmed list four months after this award. It has not gone to tender and would launch much later, but it is on the way. Launching first is worth something. It is not the same as being the only one.

What District 15 homes sell for today

These are current average resale prices in the district from PropertyInsider’s dataset, read on 14 September 2026. Use these averages to judge the launch price when it is published.

An average mixes high floors with low, big units with small, and recent sales with older ones, so compare like with like: similar size, similar floor, similar lease remaining. One thing is worth noting. This is a 99-year site, but PropertyInsider’s estimated range for it is higher than both 99-year projects in the table and higher than The Continuum, which is freehold. Only Meyer Blue sells inside the range.

RENTAL SENSITIVITY

What rent would
a 3% yield need?

Take a $2.2m purchase, roughly a 700 sq ft two-bedroom at the middle of the estimated range. The table shows the monthly rent each target yield would demand. It is a rough guide only, and it leaves out stamp duty, legal fees, empty months, maintenance, property tax and your mortgage.

Gross yield is annual rent divided by the price paid, before any cost. PropertyInsider puts the likely starting yield here in the low to mid 2% range before costs, which is low for a home at this price. Rental income is not the reason to buy here.

Before deciding, ask for four things

  1. The actual unit, at the actual price. Headline starting prices usually are for the lowest floors or the least popular facings. Ask what your preferred stack costs.
  2. Recent District 15 sales to measure it against. Matched on size, floor and lease remaining. That comparison, not the brochure, tells you whether the launch price is fair.
  3. Every cost between now and moving in. Progress payments run through construction, then maintenance, property tax and mortgage repayments begin. Budget for both stages.
  4. Your exit or rental plan. Work out how you would sell or rent it out, then check the numbers still hold if the sale takes longer or the rent comes in lower than you hoped.

  3. Visit, compare and shortlist alternatives

    Study the plans, sizes, facings and finishes. Rank your choices and set your maximum price for each before booking day. Have a second and third choice ready in case your first is taken.

  4. Book only after reviewing the unit documents

    By law, the developer must give you the project and unit information before it can take a booking fee. That fee runs between 5% and 10% of the purchase price for licensed developers selling uncompleted homes. Check the amount and the official payment instructions first. Once you pay, the developer issues your Option to Purchase.

  5. Have your lawyer handle the agreement and deadlines

    Appoint a conveyancing lawyer to review the Sale and Purchase Agreement and explain how to exercise the option before expiry. Confirm the balance downpayment and stamp-duty deadlines. IRAS generally requires stamping within 14 days after signing in Singapore; overseas execution follows different timing.

  6. Plan for the payments ahead

    Follow the payment schedule in your signed agreement. Coordinate cash, CPF and loan drawdowns with your bank and lawyer as each notice arrives. Keep the documents and receipts, and keep your contact details current so the developer’s notices reach you.

That figure uses the middle of PropertyInsider’s estimated range on a three-bedroom. It is a worked example, not a Tanjong Rhu Residences price. The booking fee is only the first payment, so plan for the remaining downpayment, the stamp duties and the legal fees as well.

If you decide not to proceed

An Option to Purchase costs you money if you walk away. Under the standard developer OTP, a developer may forfeit 25% of the booking fee if the option is not exercised before it expires. Have your lawyer explain the terms before you pay.

On the $145,000 example above, 25% is $36,250. Check your actual contract with your lawyer.

What is Tanjong Rhu Residences?

Tanjong Rhu Residences is a planned 99-year leasehold condominium on the Tanjong Rhu Road Government Land Sales site in District 15, Singapore. A joint venture of CDL Constellation and Bedrock Ventures, the Woh Hup arm, won the 12,239.3 sq m site at tender and has announced about 525 homes in three 26-storey blocks, together with an early childhood development centre.

Is Tanjong Rhu Residences the official project name?

No. The developer has not announced a name yet, so the site is still searched as Tanjong Rhu Road GLS, Tanjong Rhu Residences, Tanjong Rhu new condo and other working names. This page uses Tanjong Rhu Residences and will be updated with the official name as soon as it is released.

Where is Tanjong Rhu Residences located?

The site is on Tanjong Rhu Road in the Kallang planning area, District 15, Singapore, on the eastern edge of the Kallang Basin. Katong Park MRT and Tanjong Rhu MRT on the Thomson-East Coast Line sit on either side of it, and Stadium MRT on the Circle Line is a little further, at about 0.86 km.

Who is the developer of Tanjong Rhu Residences?

URA awarded the site to CDL Constellation Pte. Ltd. and Bedrock Ventures Pte. Ltd. CDL Constellation is part of City Developments Limited and Bedrock Ventures is wholly owned by Woh Hup. The two reported the split as 90:10 in CDL’s favour, and it is their first joint venture as co-developers.

What did the developer pay for the Tanjong Rhu Road site?

The winning tender was $709,252,000, which URA records as $15,661.62 per square metre of permitted floor area. Divided by the 45,286 sq m maximum gross floor area, that works out to about $1,455 per square foot per plot ratio. That is what the land cost, not what a home there will sell for.

Was $1,455 psf ppr a record land price?

It was the highest rate paid for a Rest of Central Region Government Land Sales site when the tender closed on 5 February 2026. It held that record for about seven weeks. The Dover Drive site was awarded at $1,556 psf ppr at the end of March 2026, which set a new Rest of Central Region benchmark.

How many bids did the Tanjong Rhu Road tender attract?

Five. URA’s tender annex lists the winning bid at $709.25m, the second at $691.89m from Sunway MCL (Edge) and AFP Land, the third at $690.30m from the two Sim Lian companies, the fourth at $672.69m from a GuocoLand, Intrepid Investments and TID Residential group, and the fifth at $602.00m from Kingsford Huray Development.

How much will Tanjong Rhu Residences cost per square foot?

No price list exists. PropertyInsider’s published model estimates a development cost of about $2,619 per square foot per plot ratio and applies a 15% to 30% margin to reach an indicative range of $3,010 to $3,400 psf. That is a research estimate, not the developer’s pricing, and the launch price may fall outside it.

How much would a 3-bedroom at Tanjong Rhu Residences cost?

At PropertyInsider’s indicative $3,010 to $3,400 psf and a 950 sq ft three-bedroom, the range works out to about $2.86m to $3.23m. Both the price range and the size are estimates. The unit mix and floor areas have not been published.

When will Tanjong Rhu Residences launch, and when is completion?

PropertyInsider estimates a preview around the second quarter of 2027 and completion around 2031. Neither date is developer-confirmed. Government Land Sales projects usually preview 12 to 18 months after the award, and this site was awarded on 10 February 2026.

How many MRT stations are near Tanjong Rhu Residences?

Three, across two lines. Katong Park (TE24) is about 0.67 km away and Tanjong Rhu (TE23) about 0.74 km, both on the Thomson-East Coast Line and both open since 23 June 2024. Stadium (CC6) on the Circle Line is about 0.86 km. None of the three is at the door.

Is there a primary school within 1 km of Tanjong Rhu Residences?

No. PropertyInsider’s schools dataset puts the nearest primary school, Kong Hwa School, at about 1.82 km. In the 2025 Primary 1 exercise Kong Hwa balloted at Phase 2C among Singapore Citizens living inside 1 km, so a 1 to 2 km address did not reach that ballot. Check current bands on MOE SchoolFinder.

Is Tanjong Rhu Residences a good investment?

What makes this site interesting is how rarely land here comes up, not what it would rent for. This is the first land parcel released in the Tanjong Rhu pocket since 1997, and three MRT stations are within a 10 to 13 minute walk. The risks are that the land was bought at a high point in the cycle, and that a second parcel at Tanjong Rhu Close is already on the Government Land Sales confirmed list.

Should I wait for the Tanjong Rhu Close site instead?

Tanjong Rhu Close is a neighbouring parcel of about 1.23 hectares with an estimated 505 units. It entered the second-half 2026 confirmed list in June 2026 and has not been tendered, so a launch there is further away. This site launches first in Tanjong Rhu, but it will not be the only new project there.

Are the images actual views of the development?

No. Every image on this page is an artistic impression. They show the kind of setting a waterfront condominium can offer, not the approved design, facilities, finishes or views at Tanjong Rhu Residences. The floor plans are illustrative layouts, not the developer’s official plans.

Does registering interest reserve a unit at Tanjong Rhu Residences?

The tender figures and the site’s measurements come from URA’s own release and its tender annex, and the land rate in this page is recalculated from those figures rather than copied. Two claims commonly made about this site are handled carefully here. The $1,455 psf ppr land rate was the highest for a Rest of Central Region state site when the tender closed, and it was overtaken seven weeks later. And there is no primary school within 1 km of the site. Both are stated plainly rather than left out.
